On 5 October 2017 the Service Director People and Places submitted a report seeking the Resources Portfolio Holder’s approval for the outsourcing of the daily and annual postal service.

Decision taken

The Resources Portfolio Holder gave his approval to the engagement of Critiqom Ltd as the council’s postal service provider, via the Yorkshire Purchasing Organisation Framework, under the exemptions to contract procedures contained within the Financial Regulations and Financial Procedure Rules on the grounds that exemptions are permitted to contract procedures where a framework is available that necessitates the council not having to go out to tender, and the goods, works and services will still provide the council with best value for money.

On 19 October 2017 the Chief Executive submitted a report seeking the Resources Portfolio Holder’s approval to discharge of the Agreement under section 52 of the Town and Country Planning Act 1971 dated 6 December 1985 concerning the use of land at the Burlingham Caravan Park, Preston/Lancaster New Road, Garstang (the “Agreement”) at Appendix 1 of the report.

Decision taken

The Resources Portfolio Holder authorised the Senior Solicitor to obtain the discharge of the Agreement relating to the ‘Blue Land’ as marked on Appendix 1 of the report by way of negotiation and completion of an appropriate deed of discharge.

On 19 October 2017 the Service Director Performance and Innovation submitted a report seeking the Resources Portfolio Holder’s approval to supply and install new, upgraded turnstiles to the public toilets at Fleetwood Market and to include the scheme in the Council’s 2017/18 Capital Budget report.

Decision taken

The Resources Portfolio Holder gave approval to supply and install new, upgraded turnstiles to replace the existing system and agreed that the scheme be added to the Council’s 2017/18 Capital Budget.

On 2 November 2017 the Service Director People and Places submitted a report seeking the Leisure and Culture Portfolio Holder’s approval for changes following a review of the grave space memorabilia policy and procedure.

Decision taken

The Leisure and Culture Portfolio Holder approved the proposed revisions to the grave space memorabilia policy.

On 2 November 2017 the Corporate Director People and Places submitted a report seeking the Resources Portfolio Holder’s approval for the introduction of a civil penalty scheme in respect of overpaid housing benefit and localised council tax support

Decision taken

The Resources Portfolio Holder approved the proposed Civil Penalty scheme and the revised Sanction Policy.

On 16 November 2017 the Service Director Health and Wellbeing submitted a report seeking the Neighbourhood Services and Community Safety Portfolio Holder’s approval of the conversion of the current Designated Public Place Orders (DPPOs) to a consolidated Public Space Protection Order (PSPO).

Decision taken

The Neighbourhood Services and Community Safety Portfolio Holder

·         approved the proposal to convert the current DPPOs with a single consolidated PSPO.

·         agreed that the areas and restrictions identified in the current DPPOs were to be mirrored in the PSPO without change.

·         agreed that the consolidated PSPO would remain in force for a period of three years from 20 October 2017 and then be reviewed.
