Report of the Resources Portfolio Holder and Head of Finance Minutes: The Resources Portfolio Holder and Head of Finance submitted a report setting out the policies and objectives of the Council in respect of Treasury Management activities, explaining how the Council sought to achieve the objectives and manage and control the activities for 2019/20, which included the new requirement for a Capital Strategy.
Decision
Cabinet approved the revised Treasury Management Practices 2019/20 (Appendix 2 of the report) and agreed to recommend to Council that
· the Treasury Management Policy Statement 2019/20 be approved and clauses 4 to 7 (Appendix 1 of the report) be formally adopted. · the Treasury Management and Annual Investment Strategy 2019/20 (Appendix 3 of the report) be approved including the agreed to formal adoption of the statement at 4.8 relating to non-treasury investments (Section 8 Treasury Management Code 2017). · the MRP Policy Statement 2019/20 (Appendix 4 of the report) be approved. · the Capital Strategy 2019/20 (Appendix 5 of the report) be approved. |

Appropriation of Land at Bourne Hill, Fleetwood PDF 376 KB Report of the Resources Portfolio Holder and Chief Executive Minutes: The Resources Portfolio Holder and Chief Executive asked Cabinet to consider the appropriation of land at Bourne Hill, Fleetwood (shown edged red on the plan annexed at Attachment 1 of the report) (“the Land”) under section 122(1) of the Local Government Act 1972 from its current purpose as a cemetery burial ground or crematorium, to planning purposes.
Decision
Cabinet confirmed that the Land currently held for use as a cemetery, burial ground or crematorium was no longer required for those purposes and approved the appropriation of the Land to planning purposes to facilitate the carrying out of development of the Land in accordance with section 226(1)(b) Town and Country Planning Act 1990 and section 122 (1) Local Government Act 1972.
