Report of the Corporate Director Communities. Decision: The Corporate Director Communities submitted a report seeking the approval to grand £280,000 of UKSPF to Garstang Community Sports Club Limited to fund capital works for the phase one redevelopment of the community sports club building, situated at PR3 1EB.
Decision
The Resources Portfolio Holder and the Leisure, Health and Community Engagement Portfolio Holder agreed:
· That £280,000 is granted to Garstang Community Sports Club Ltd for capital works to redevelop the multi-sport hub facility.
· That the capital programme be updated to reflect the spend profile, which is split over two financial years as follows: £15,000 in 2023/24 and £265,000 in 2024/25. |

Reporting the Biodiversity Duty PDF 791 KB Report of the Corporate Director Communities. Decision: The Corporate Director Communities submitted a report seeking for the approval of the first report of the Local Planning Authority on compliance with the biodiversity duty.
Decision
The Planning Policy and Economic Development Portfolio Holder agreed:
· That the attached report ‘Biodiversity Duty 2024-2026: First Consideration – Establishing the Baseline’ is endorsed and published as soon as is practical.
· That the attached report is updated on an annual basis as of 1 January each year.
· That each annual update is approved and published by the Head of Planning and Regeneration in consultation with the Portfolio Holder. |

Report of the Corporate Director Communities. Decision: The Corporate Director Communities submitted a report the request the acceptance of £372,735 of funding from Lancashire County Council (LCC) Public Health Team to provide healthy weight services for adults and children in Wyre for a period of five years (from 2024/25 to 2028/29) and request the acceptance of £30,000 of funding from the LCC Public Health Team to provide an active travel programme in Wyre for a period of one year (2024/25).
Decision
The Resources Portfolio Holder and then Leisure, Health and Community Engagement Portfolio Holder agreed:
· That approval be given to accept the funding from the LCC Public Health Team of £372,735 for five years to provide healthy weight services for adults and children in Wyre and funding of £30,000 to provide an active travel programme in Wyre.
· That approval is given to proceed with the engagement of YMCA Fylde Coast and Fleetwood Town Community Trust to provide the physical activity and the men’s weight management elements of the adult weight management programme under the exemption to Contract Procedures contained within the Financial Regulations and Financial Procedure Rules on the grounds that exceptions may apply where: “The services are of a specialised nature carried out by only one or a limited number of organisations which have local experience with no reasonably satisfactory alternatives available”.
· That approval is given to proceed with the engagement of Go Velo and Fleetwood Town Community Trust to provide the active travel programme under the exemption to Contract Procedures contained within the Financial Regulations and Financial Procedure Rules on the grounds that exceptions may apply where: “The services are of a specialised nature carried out by only one or a limited number of organisations which have local experience with no reasonably satisfactory alternatives available”.
