The Service Director People and Places submitted a report seeking agreement for an exemption to the council’s contract procedures for the supply and delivery of recycling bins direct to each household eligible for the recycling scheme.

· agreed to accept the bid and award the contract to Company A, as the preferred supplier and delivery company of plastic wheeled bins for the roll out of the box to bin exchange.
· gave approval to proceed under the exemption to Contract Procedures contained within the Financial Regulations and Financial Procedure Rules (Appendix F) on the grounds that an exemption may apply where “a framework agreement is available that necessitates the Council not having to go out for tender and the goods, works and services will still provide the Council with best value for money.”

The Service Director Performance and Innovation submitted a report seeking approval for an exemption from the contract procedures for the procurement of essential repairs for Thornton Leisure Centre to be funded by the Leisure Management Reserve.

The Leisure, Health and Community Engagement Portfolio Holder gave approval for the replacement of one 3G Pitch surface and repairs to the surrounding area of both pitches at Thornton Leisure Centre to be funded from the Leisure Management Reserve at a cost of £31,510.
The Resources Portfolio Holder gave approval to the departure from the rules relating to financial and contractual matters to allow the work to be procured and the contractors employed by Fylde Coast YMCA following their procurement processes.
The Council will reimburse the YMCA for the essential repairs at Thornton Leisure Centre for the above amount from the Leisure Management Reserve, once the work has been completed.
