Appointment of Consultant to Provide Contract Advice - Rossall Coastal Defence Scheme

Report of the Service Director People and Places

Decision:

The Service Director People and Places submitted a report seeking approval for an exemption to the council’s contract procedure rules for the procurement of an engineering consultant and specialist construction lawyers to provide project management and legal advice to the council for the Rossall Coastal Defence Scheme.

 

Decision taken

 

The portfolio holder authorised the appointment of an independent contract management expert and specialist construction lawyers to provide advice to the council for the finalisation of the Rossall contract account and gave approval to proceed under the exemption to Contract Procedures contained within the Financial Regulations and Financial Procedure Rules (Appendix F) on the grounds that exemptions may apply where “goods, works or services are of a specialist nature carried out by only one or a limited number of firms with no reasonably satisfactory alternatives available.”
