The Service Director Health and Wellbeing submitted a report to inform members of the Licensing Committee of the outcome of the 2018 Wyre hackney carriage unmet demand survey.

 

The Manager of Food Health & Safety & Licensing introduced the report in the Senior Licensing Officer’s absence and Ian Millership then gave a very informative and up to date presentation regarding  the outcome of the 2018 Wyre hackney carriage unmet demand survey.

 

RESOLVED:-

 

1.     Members acknowledged the conclusions of the Unmet Demand Survey, carried out by LVSA (via CTS Traffic and Transportation Ltd) and noted that unmet demand in Wyre remains below the level that would see significant unmet demand levels, but that action is needed to increase levels of vehicle activity in the early hours of Sunday mornings.

 

2.    Members reaffirmed the Council’s position and agreed to continue to limit the number of hackney carriage licences issued by Wyre Council to 160.

The Service Director Health and Wellbeing submitted a report to provide members of the Licensing Committee with information to assist them at a hearing to determine an application for a new 24 hour Premises Licence for Subway, 83 Lord Street, Fleetwood, under the provisions of the Licensing Act 2003.

 

The Environmental Health officer confirmed that he had withdrawn his objection to this application, after further conditions had been agreed with the Applicant during discussions that had taken place just prior to the Licensing Committee.

 

The Environmental Health Officer provided details of these conditions which were noted by the Licensing Committee.

The Service Director Health and Wellbeing submitted a report to provide members of the Licensing Committee with information for them to determine an application to vary a gaming machine permit in respect of the Newton Arms, 1 Staining Road, Staining, FY3 0AJ.

 

The licence holder had submitted an application to increase the number of category C gaming machines permitted on the premises, by one, to a total of 5 and one category D machine.

 

The Manager of Food Health & Safety & Licensing introduced the report, in the Senior Licensing Officers absence and then members debated and considered the application.

 

RESOLVED that the application be granted, to increase the number of Category C/D gaming machines at the premises of the Newton Arms, 1 Staining Road, Staining, FY3 0AJ by one, to a total of six.

 

53.

Exclusion of the Public and Press

In accordance with Paragraph 11 of the Access to Information Rules in Part 4 of the Council’s Constitution, the Chief Executive has determined that the report submitted under item 8 of this agenda is “Not for Publication” because item 8 contains “exempt information”, as defined in Schedule 12A of the Local Government Act 1972.

 

If the Committee agrees that the public and press should be excluded for this item, it will need to pass the following resolution:-

 

“That the public and press be excluded from the meeting whilst agenda item 8 is being considered, as it refers to exempt information as defined in category 1 (information relating to any individual) of Part 1 of Schedule 12(a) of the Local Government Act, 1972, as amended by the Local Government (Access to Information) Variation Order 2006 and, that the public interest in maintaining the exemptions outweighs the public interest in disclosing the information”.

Application to renew a Wyre dual driver's licence

The Service Director Health and Wellbeing submitted a report to provide Members of the Licensing Committee with information to assist them at a hearing.

 

The Wyre Council Taxi Driver was present at the meeting, but was not legally represented.

 

The Manager of Food Health & Safety & Licensing introduced the report, in the Senior Licensing Officers absence.

 

The Wyre Council Taxi Driver addressed the Committee, and gave them an update, since he was granted a one year licence and his 3 month ruling, last year.

 

Members of the Committee and the Senior Solicitor asked questions of the applicant, and he provided information and his letter of recommendation from his current employer, was noted.

 

The Taxi Driver, the Taxi Licensing Officer and the Manager of Food Health & Safety & Licensing left the room whilst the Committee Members considered the application in closed session.

 

The Taxi Driver, the Taxi Licensing Officer and the Manager of Food Health & Safety & Licensing were brought back into the room and the Licensing Committee reconvened and the Chairman announced the Committee’s decision.

 

RESOLVED that after considering the length of time since his last conviction and also noting that there were no concerns about his conduct as a taxi driver during the last twelve months, the Committee were satisfied that he was a fit and proper person to hold a  licence and accordingly  decided to grant a three year Dual Driver’s Licence.
