Confirmation of Minutes

To confirm as a correct record the minutes of the meeting of the Planning Committee held on 5 June 2019 (already circulated by email).

The following amendment to the published minutes of the meeting of 5 June 2019 was proposed and agreed:

 

Under the heading ‘Reports of the Head of Planning Services on planning applications to be determined at this meeting’ (Minute PA.6), the paragraph in relation to Application Number 19/00156/FULMAJ, which reads,

 

‘The Senior Land Manager, registered as the Applicant spoke to the Committee in support of the application.” be amended to read,

 

“The Senior Land Manager, registered as the Applicant spoke to the Committee in support of the application. He also stated that the appeal lodged against refusal of planning application 18/00734/FULMAJ would be voluntarily withdrawn should this application (19/00156/FULMAJ) be approved.

 

The minutes of the Planning Committee meeting held on 5 June 2019 were confirmed as a correct record, subject to the above amendment.

The Head of Planning Services submitted three applications and reports to be considered. Item 2, Application No: 19/00230/FUL - 34 - 37 High Street,

Garstang, Preston, Lancashire, PR3 1EA, which was originally on the published agenda, was formally withdrawn by the applicant.

The application was before Members at the request of Councillor Lady Atkins.

 

A site visit took place to enable Members to understand the proposal and its setting beyond the plans submitted and the photos taken by the Case Officer.

 

Eian Bailey, a representative of the Applicant, Keyworker Homes Ltd., spoke in favour of the application.

 

The committee considered the update sheet, which contained additional information.

 

The application was APPROVED as per the recommendation.

 

Conditions and reasons:-

 

1. The development must be begun not later than the expiration of three years from the 31st July 2018.

 

Reason: This condition is required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
