Presentation of the HMS Sheraton Trophy

Minutes:

The outgoing Mayor, Councillor Julie Robinson, presented the HSM Sheraton Trophy to Horateo Broomhall.

The outgoing Mayor - Councillor Julie Robinson

Minutes:

The outgoing Mayor, Councillor Julie Robinson, referred briefly to the highlights of her two years in office as Mayor, and thanked all who had supported her.

 

She presented donation letters to her chosen charities. These were Headway, Sam’s Place and Fleetwood Beach Wheelchairs. Representatives of the three charities thanked the Mayor and all those who had contributed.

Election of Mayor for 2024/25 Municipal Year

Minutes:

The outgoing Mayor Councillor Robinson invited nominations for the office of Mayor for the 2024/25 Municipal Year.

 

It was proposed by Councillor Vincent, seconded by Councillor Le Marinel and it was agreed, that Councillor Preston be elected to the office of Mayor of the Borough of Wyre for Municipal Year 2024/25.

 

Councillor Preston signed the declaration of acceptance of office.

 

The Mayor thanked the Council for her election and announced that her chosen charities were Sam’s Place and Fleetwood Town Trust.

 

The Mayor confirmed that her Consort for 2024/25 would be Steven Preston.

 

Councillor Vincent proposed and Councillor Berry seconded a formal vote of thanks to retiring Mayor Councillor Robinson. This was agreed, unanimously.

 

The Mayor presented the past Mayor Badge to Councillor Robinson and the past Consort Badge to Richard Robinson.

Election of Deputy Mayor for 2024/25 Municipal Year

Minutes:

The Mayor invited nominations for the office of Deputy Mayor for the 2024/25 Municipal Year.

 

It was proposed by Councillor Bridge, seconded by Councillor McKay and it was agreed, that Councillor Nicholls be elected to the office of Deputy Mayor of the Borough of Wyre for Municipal Year 2024/25.

 

Councillor Nicholls signed the declaration of acceptance of office.

 

The Mayor presented the past Deputy Mayor Badge to Councillor Catterall and the past Deputy Consort Badge to Steven Mothersdale.

Mayor's Communications

Minutes:

The Chief Executive, Rebecca Huddleston, said that a number of emails and cards had been received from well-wishers congratulating Councillor Preston on her appointment. The Chief Executive read out many of the messages of support and congratulations.

The Youth Mayor of Wyre

Minutes:

The Mayor thanked the outgoing Youth Mayor, Zachary Shaw and presented him with a token of appreciation. She announced that the Youth Mayor for 2024/25 was Macey Rainbow, who was invested with her Badge of Office.

Before moving to the final items listed on the agenda, Councillor Sorensen raised a question about the confirmation of the minutes of the last meeting. Councillor Vincent confirmed that the minutes of the Council Meeting held on 18 April 2024 would be considered at the next ordinary meeting of the Council.

The Leader of the Council, Councillor Vincent and the Chief Executive, Rebecca Huddleston submitted a report on appointments to committees, panels and groups for the 2024/25 Municipal Year.

 

Councillor Vincent introduced the report.

 

Councillor Vincent responded to comments from Councillor Fail regarding the appointment of the Chair and Vice-Chair of Planning Committee to the Planning Policy Groups.

 

It was approved, unanimously:

 

That all the current Committees, Panels and Groups be reappointed for 2024/25, with the same number of places on each and with the same membership as in 2023/24 except:

 

a)       That Councillor Collinson be appointed to the Planning Committee in place of Councillor Preston;

 

b)       Councillor Robinson be appointed to the Overview and Scrutiny Committee in place of Councillor Collinson;

 

c)       Councillor Robinson be appointed to the Overview and Scrutiny Climate Change Sub-Committee in place of Councillor Collinson;

 

d)       Councillor Robinson be appointed to the Councillor Development Group in place of Councillor Preston;

 

e)       Councillor Catterall be appointed to the Councillor Development Group in place of Councillor Kay;

 

f)        Councillor Beavers be appointed to the Audit and Standards Committee in place of Councillor Belshaw;

 

g)       Councillor Belshaw be appointed to the Overview and Scrutiny Committee in place of Councillor Beavers;

 

h)       Councillor Carole Stephenson be appointed to the Licensing Committee in place of Councillor Swatton;

 

i)        Councillor Swatton be appointed to the Planning Committee in place of Councillor Higginson, and;

 

j)        Councillor Belshaw be appointed to the Planning Policy Group in place of Councillor Carole Stephenson.

 

That Councillor Berry be re-appointed as the Wyre Council representative on the Police and Crime Panel for Lancashire for 2024/25.

 

That, in the event of the Council being asked to nominate a second representative to the Police and Crime Panel for Lancashire for 2024/25, Councillor Peter Le Marinel be appointed (see Paragraph 4.6).

That Councillor Sir Robert Atkins be appointed to the Local Government Association (LGA) Assembly.

 

That Councillors Berry, Bowen and Beavers be appointed to the Wyre Borough Council Regenda Partnership Group.
